I was recently involved in a merger. The company I was part of before the merger used BitLocker and we’ve convinced everyone here that as we roll out new machines, we should be using it. Well, it’s not making a good impression so far. We’ve configured it on a single test machine, one of the new Dell Latitude Es. Every time this machine reboots, it prompts for the BitLocker recovery key. I’ve seen this before, and the solution is to Suspend Protection, reboot, and then Resume Protection.
But I can’t do that. When I get back and go into Manage Bitlocker I can’t Resume Protection, because it already has been resumed There’s an info bar that says, “for your security some settings are managed by your system administrator” but that’s not true – neither any of our GPOs nor any of our local Security Policies on the machine that are related to Bitlocker are even configured. I feel like if I could successfully do the Suspend-Reboot-Resume procedure then this would be good to go but for some reason, this is being circumvented.
Has anyone seen similar behavior before? We have had this successfully working on dozens of machines that belonged to our company before the merger and we have been on the new domain for over a year so I have a hard time believing this is something in the domain environment causing the issue. I suppose it’s possible that the TPM or something just happens to be borked on the very first machine we tried but that seems highly suspect.

I know the exact same image works on Es and Es but basically Dell’s not willing to examine the possibility that they’re causing the problem until I jump through hoops to prove that I’m not.
